DV 2009 Lottery is conducted under very strict law. If you don't follow them correctly, your accepted entry will be rejected without notice, in the processing.

You must be from an eligible country.
You must have the required education or work experience.
You must be more than 18 years old.
You must submit only one entry as primary applicant.
You must submit a photo of yourself as per the instructions.
You must include your spouse (If you are married) and all under 21 years old unmarried children.
This must include all natural children including children from previous marriage, legally-adopted children and stepchildren, even if a child no longer resides with you or you do not intend for a child to immigrate under the DV program.(Children who are already U.S. citizens or Legal Permanent Residents not to be included.)

A husband and wife each can submit an entry form as primary applicant, if each meets the eligibility requirements. If husband or wife is selected, the other would be entitled to derivative status.

You can submit the entry through the internet or someone else can submit an entry on behalf of yourself. But both have the same chance of winning the lottery.

DV 2009 application's, Instructions.

If you are a person with biological children, legally adopted children, and stepchildren who are unmarried and under the age of 21 on the date that you submit your entry, must include them with their required details and separte photo as instructed. even if they didn't live with you or not intended to immigrate with you. Failure to do so will lead to the disqualification of the entire entry.
Also entering children who are not your biological children, legally adopted children, or stepchildren will lead to the disqualification of the entire entry.
Those children who are American Legal Permanent Resident - LPR or American Citizen NOT to be included.
